Yes. It is advised that you should practice all the chapters from class 10 Maths' NCERT book before moving on to reference books like RD Sharma and RS Aggarwal. About 60 to 70 percent paper comes from NCERT book and it is also is the easiest way to get familiar with all the concepts and topics which are part of 10 Maths NCERT syllabus. When you are comfortable with ll the questions given in NCERT, it is time to solve either RD Sharma, RS Aggarwal or Xam idea. Some children just buy previous year sample papers to practice the type of questions asked in 10th board exams. 

Is NCERT sufficient for Class 12 Boards?

Maths NCERT book for class 12 already contains average to difficult question types, so if you just do NCERT book for your 12th's Maths Board exam, it will be enough. But do make sure that you practice the pervious year question papers.
